Children's Outpatient Specialty Clinics

Clinics that are licensed by OMH under Article 31 of the Mental Hygiene Law and designated as Specialty Clinics shall be required by OMH to notify Community Care of each new episode of care initiated for a child who is diagnosed as having a Serious Emotional Disturbance and who is reimbursed through Medicaid Fee for Service for their mental health care. This may also include children in Medicaid managed care who have their behavioral health services carved out.


Updated Outpatient Specialty Clinics List

On January 31, 2012 the New York State Office of Mental Health published an updated list of Outpatient Specialty Clinics in the Hudson River Region* who are required to notify Community Care of each new episode of care initiated for a child who is diagnosed as having a Serious Emotional Disturbance.

Check this list to determine which clinics at your agency are required to report to NYS Office of Mental Health via Community Care's secure web portal.

Community Care will report to NYS OMH SED New Episode data aggregated by facility but not by clinic location. However, it is important for providers to ensure each clinic listed is responsible for complying with OMH Amended Title 14 NYCRR Part 599.16.

*Astor Home for Children FBT has seven clinics located in Bronx, NY and will also report new episodes of care for children diagnosed as having an SED to Community Care.

Until your facility users complete the setup process; your agency should complete the Child Outcomes Survey (COS) on paper, available below. Users at your agency can then data enter them into the online system once they are set up.
