James Gavin, MSW
President & Chief Executive Officer

James Gavin has served as Community Care's President and CEO for over eleven years. In this role, he is responsible for all aspects of the organization's clinical, quality, and business functions and serves as a liaison to Community Care's Board of Directors, to the Commonwealth of Pennsylvania, and to county stakeholders. Mr. Gavin has an extensive history of progressive management experience; since 1973, he has held a variety of professional behavioral health management positions, including family therapist, crisis clinician, and senior manager.

James Giammarco, CPA, MBA
Chief Financial Officer

James Giammarco has been with Community Care since its inception. He oversees the financial performance of the organization as well as the Provider Reimbursement Department. He became a Certified Public Accountant in 1991 and earned an MBA from the University of Pittsburgh in 1994. He has extensive finance experience in managed care, including financial management at Health America. Prior to working at Health America, Mr. Giammarco was a senior financial analyst at UPMC and worked in the audit division at Arthur Anderson.

John Lovelace, MS, MSIS
Chief Program Officer

John Lovelace provides leadership, direction, and administration for government relations and regulatory aspects of the programs and services provided by Community Care. Mr. Lovelace also holds primary responsibility for the development of all programming, policies, and procedures relating to the area of program development. He is responsible for ensuring that the voices of all stakeholders are heard and that programs reflect the needs of consumers, families, providers, advocates, employees, owners and others.

Carole Taylor, RN, MSN
Chief Clinical Officer

Carole Taylor has been with Community Care since its inception. She is responsible for Care Management, Complaints and Grievances, and Customer Services operations. Ms. Taylor ensures that staff responds promptly, effectively, and courteously to inquiries from members, families, providers, and others. She has over 30 years of experience, including community mental health experience in a rural area, providing program development, outreach, case management, and inpatient treatment.

Mary Doyle, MHIS
Associate Chief Information Officer

Ms. Doyle earned her master's degree in Health Information Systems from the University of Pittsburgh. She has worked in a variety of health care settings in the Pittsburgh area with her most recent tenure held at Community Care. For the past 13 years, Ms. Doyle has led the information systems strategic vision for the organization. She is responsible for oversight of all information system functions and serves as the primary technical contact for business development initiatives. Ms. Doyle has been a member of Community Care's Senior Management team for the past six years.

Joan Erney, JD
Chief Business Development & Public Policy Officer

Joan Erney served as Deputy Director of DPW's Office of Mental Health and Substance Abuse Services for over seven years. Joining Community Care in May 2010, Ms. Erney is responsible for new business development and informs the team on issues of public policy. She is a resource for those served in preparing for the implementation of health care reform.

Sharon Hicks, MSW, MBA
Chief Operating Officer

Sharon Hicks has been with Community Care since its inception. She is responsible for the oversight of all aspects of the organization's information systems as well as general daily operations. She supports the integration of functions across departments, including the Information Systems, Provider Reimbursement, and technical components of the Network Management Department. Having a health care management background in clinical work and hospital administration, she has specific interest and expertise in information systems, program development, and systems design.

James Schuster, MD, MBA
Chief Medical Officer

Dr. James Schuster has been with Community Care for eleven years and is responsible for ensuring that delivered services are consistent with prevailing medical and clinical standards. Dr. Schuster is also responsible for the development and management of the peer advisory staff, which provides clinical supervision, consultation, review of appeals, and medical support to staff. Dr. Schuster has been a leader regionally and across the state in using pharmacy data to drive quality improvement initiatives.

Deb Wasilchak, MA
Chief Government Programs Officer

Deborah Wasilchak, a licensed psychologist, began her work at Community Care eleven years ago, overseeing the management of Behavioral Health Rehabilitation Services. As the organization grew, Ms. Wasilchak was promoted to Regional Director for the Allegheny County HealthChoices contract. Presently, as the Chief Government Contracts Officer, she supervises and mentors the regional directors, who are the primary liaisons to county customers. Ms. Wasilchak came to Community Care with fifteen years of experience as a clinician and administrator in a community mental health organization.

Laurie Klanchar, RN, MSN
Associate Chief Clinical Officer

Ms. Klanchar is a graduate of the University of Pittsburgh School of Nursing, earning a bachelor's degree in 1988 and a master's degree in 2000. She has held a variety of healthcare positions in both clinical settings and managed healthcare environments. Her work has primarily been focused in the field of behavioral health including staff nursing, care management, teaching, and quality improvement. Ms. Klanchar joined Community Care in November 2004. She is responsible for Quality Management as well as Training and Recovery Initiatives.
