James Gavin, MSW
President & Chief Executive Officer

James Gavin has served as Community Care's President and CEO since 1999. He is responsible for all aspects of the organization's clinical, quality, and business functions. Mr. Gavin works collaboratively with state and county officials, as well as other behavioral health stakeholders, to ensure the delivery of clinically effective, accessible, and cost-efficient behavioral health services. Mr. Gavin has over 40 years of training and experience in behavioral health care, from clinical service delivery through executive management.

James Giammarco, CPA, MBA
Chief Financial Officer

James Giammarco has been with Community Care since its inception. He oversees the financial performance of the organization as well as the Provider Reimbursement Department. He became a Certified Public Accountant in 1991 and earned an MBA from the University of Pittsburgh in 1994. He has extensive finance experience in managed care, including financial management at Health America. Prior to working at Health America, Mr. Giammarco was a senior financial analyst at UPMC and worked in the audit division at Arthur Andersen.

James Schuster, MD, MBA
VP BH Integration & CMO Behavioral & Medicaid
Services, UPMC Insurances Services Division

James Schuster, MD, MBA is the VP of Behavioral Integration and the Chief Medical Officer for Behavioral and Medicaid Services for the UPMC Insurance Services Division.

In this role, Dr. Schuster has led development of multiple programs designed to address wellness and physical health concerns for individuals with serious mental illness and other disabilities. Dr. Schuster is board certified in psychiatry and in the subspecialties of geriatric and addiction psychiatry. He obtained his medical degree from the University of Louisville and completed his psychiatric residency at the University of Pittsburgh. He also received an MBA from the University of Pittsburgh. He is currently a Clinical Professor of Psychiatry at the University of Pittsburgh and has published numerous articles and book chapters.

John Lovelace, MS, MSIS
Chief Program Officer

John Lovelace has been with Community Care since its inception, and currently serves as its Chief Program Officer. He also serves as President of Government Programs and Individual Advantage for UPMC Insurance Services. Mr. Lovelace's career includes serving as President of UPMC for You, overseeing Medical Assistance and the Medicare Advantage Special Needs Plans for the UPMC Health Plan during the past eight years.

Deb Wasilchak, MA
Chief Operating and Government Programs Officer

Deborah Wasilchak, a licensed psychologist, began her work at Community Care in 2000, overseeing the management of Behavioral Health Rehabilitation Services. As the organization grew, Ms. Wasilchak was promoted to Regional Director for the Allegheny County HealthChoices contract. Presently, as the Chief Government Contracts Officer, she supervises and mentors the regional directors, who are the primary liaisons to county customers. Ms. Wasilchak came to Community Care with fifteen years of experience as a clinician and administrator in a community mental health organization.

Mary Doyle, MHIS
Chief Information Officer

Ms. Doyle earned her master's degree in Health Information Systems from the University of Pittsburgh. She has worked in a variety of information technology positions within UPMC with her most recent tenure held at Community Care, UPMC. Since 1997, Ms. Doyle has led the information systems strategic vision for Community Care, being responsible for the oversight of all information system functions while concurrently serving as the primary technical contact for business development initiatives. Ms. Doyle is a standing participant and presenter at the annual SAS Healthcare Executive Conference and serves on the Allegheny County Technology Advisory Board. Ms. Doyle has been a member of Community Care's Senior Management team since 2005 and a member of the Executive Management team since 2015.

Matthew Hurford, MD
Chief Medical Officer

Dr. Hurford joined Community Care in 2015 as Vice President of Medical Affairs at Community Care. He provides leadership in the development of new business opportunities and innovative programs. Dr. Hurford also supervises regional medical directors and supports clinical and quality operations across the organization. Prior to coming to Community Care, Dr. Hurford held leadership positions in public behavioral health, managed care, and academic medicine.

Karen Mallah, PhD
Senior Director, Quality Management

Karen Mallah, a licensed psychologist, has the lead quality role and oversees all quality functions. She ensures consistency of quality initiatives, work plans and annual evaluations across Community Care and ensures involvement of all stakeholders in these processes. Dr. Mallah leads Community Care in meeting the quality requirements of NCQA and URAC accreditation in partnership with clinical and other relevant departments, particularly IT. She has full responsibility for all IPRO, PeopleStat, and other quality initiatives, including statewide Performance Improvement Projects and significant parts of the triennial Program Evaluation Performance Summary (PEPS). Dr. Mallah also leads Community Care's complaint and grievance processes to ensure member satisfaction, continuous collaborative improvement and compliance with policies related to ongoing successful accomplishment of state and county related complaint and grievance expectations.

Sherry Shaffer
Senior Director, Program Operations

Sherry has been with Community Care since its inception, working in care management, then project management before promotion to the Regional Director for Allegheny County programs in 2012, where she led implementation of numerous innovative service development initiatives to improve the quality of care in the mental health and substance use disorder treatment service system.

In her role as the Senior Director, Program Operations, Sherry leads efforts to better standardize operations across regional offices and scale successful local initiatives to other contracts. Sherry works closely with the Chief Operating and Government Programs Officer, and with clinical, quality and program innovation senior leadership to promote consistency and efficiencies of operations across the organization. Prior to coming to Community Care, Sherry worked in leadership roles in local human service providers, supervising programs serving children, youth and adults with mental health, developmental and intellectual challenges.

Patty Schake, MSW, LSW
Senior Director, Program Innovations

Patty has outstanding project implementation and management skills as evidenced by her leadership on PCORI awards, a Robert Wood Johnson grant with thirty community stakeholder partners, and her experience developing new services. She coordinates and accelerates the work of the senior directors focused on program innovations for targeted populations for Community Care. Patty also ensures that outcomes evaluation is embedded in all new program innovations.

Jamie Edwards, LCSW
Senior Director, Care Management &
Customer Service

Jamie is a Licensed Clinical Social Worker who has been a part of Community Care since 2005. In her current leadership role, Jamie oversees and provides support to the Care Management and Customer Service Departments. Throughout her tenure with the organization, she has held numerous clinical leadership positions. Her commitment to the helping profession began in the Philadelphia area where Jamie worked to empower individuals, groups, and communities within local human service agencies.
